Org. Setting and Reporting
This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) with duty station Goma. The Aviation Safety Officer P-3, at this level usually reports to Chief of Unit/Section, Aviation Safety MONUSCO.
Within delegated authority, an Aviation Safety Officer will carry out the following duties:
- Assist the Chief Aviation Safety in developing and implementing the Mission Aviation Safety Programme.
- Implements the Aviation Emergency Response Plan and ensures that it is communicated to all officials concerned.
- Organizes and coordinates aviation safety drills and exercises required by the Mission Aviation Safety Programme.
- Monitors the integration of Aviation Risk Management into UN aviation activities.
- Develops quarterly Risk Assessment Indicators and analyses the level of safety of aviation activities within the Mission.
- Proposes the required corrective and preventive measures, develops aviation safety recommendations and communicates them to the officials concerned.
- Investigates aviation occurrences involving UN air assets and observed hazards related to aviation activities, compiles reports and analyzes statistical data as directed by Chief Aviation Safety.
- Participates in the investigation of accidents and incidents involving UN air assets and equipment.
- Identifies, analyzes and monitors trends that may affect the safety of UN aviation activities.
- Conducts initial aircraft inspections and participates in the performance evaluations of civilian air operators and military aviation units.
- Conducts safety surveys of airfields and helicopter landing sites.
- Maintains the safety reporting database and ensures that the required reports are recorded in accordance with the established procedures and deadlines.
- Provides safety briefings to personnel involved in aviation activities.
- Promotes aviation safety awareness within the Mission.
- Assists in conduct of Mission Aviation Safety Council meetings and prepares minutes of such meetings.
- Develops proposals for annual Mission Aviation Safety Budget.
- Drafts safety bulletins, newsletters and consolidated reports.
- Coordinates with other UN agencies, host country civilian and military aviation authorities on safety matters, and performs other related duties as required.

Advanced university degree (Master's degree or equivalent) in Air Transportation, Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management, or graduation from equivalent military educational establishment is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Training as a Commercial Pilot, or a Flight Navigator, or an Aeronautical/Maintenance/Flight Engineer, or an Air Traffic Controller, or a Flight Operations Officer, or equal military qualification is required.
A minimum of five (5) years of progressively responsible experience in air transportation, air traffic control operations, aviation safety or aviation engineering is required.
Expert knowledge in the technical field of aviation safety and accident prevention and experience in the use of ICAO standards and recommended practices is desirable.
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of French is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
